Kashmir Taxi Guide: Local Union Rules, Routes and How to Avoid Fare Disputes

A tree-lined road in Kashmir in autumn

Taxis are the main way to get around Kashmir. They are also the main source of complaints, which is why it helps to understand the rules.

Local taxi associations. Destinations such as Pahalgam, Gulmarg and Sonamarg have local taxi stands. They run fixed-rate services within local sightseeing zones.

What the authorities have said (reported cases and advisories, with the dates we found). The Jammu & Kashmir and Ladakh High Court has criticised overcharging of tourists in Pahalgam, suggested measures such as prepaid taxis, and directed that taxis must not operate on routes for which they do not hold a valid permit. The J&K Transport Department issued an advisory in April 2024 asking that taxi unions not obstruct vehicles with valid permits, leaving enforcement to administration and tourist police. Rates for taxis, ponies and similar services at Sonamarg, Gulmarg and Pahalgam have been reviewed at divisional-commissioner level in a meeting reported by JK Newsline.
